Why can some dog owners not read?

IF people want to learn to drive a car they have to take a driving test.
As a regular walker around Stithians lake it appears to me that prospective dog owners should take a reading test.
All around the lake there are signs telling you to keep your dog on a lead and do not allow them to enter the water.
What did I see at the weekend? Not one dog on a lead and at least eight in the water.
One particular family, having allowed their three dogs to swim for half an hour in the lake, then took them to SW Water's adjacent property for more exercise and allow them to complete their bodily functions.
And the sign on the gate? Private property no entry . . . unless you're a dog owner who is unable to read.
