How can permission for student flats be justified?

HOW will the planning team justify planning permission for 234 student flats at Penryn station?
About three years ago, planning refused permission to Barratt Homes for residential flats on this site. Although I am sure this was not for 234 flats, it was turned down because it was too large.
While I do not object to the young getting an education, I am sick of the way University of Cornwall Tremough now dominates our town. We are even deprived of buses, while Tremough gets the lot.
Time the true residents got some consideration.
PS. A member of university staff has stated that the said project was cut and dried two years ago!
