How many students can Falmouth town absorb?

AFTER reading in the Falmouth Packet that Councillor Mark Kaczmarek has yet again turned down Falmouth Town Council on article four directive, even though two large cities like Exeter and Plymouth have article four.
How many more students can a town the size of Falmouth absorb? I would like to see him sleep when students are having one of their alcohol fuelled all night parties!
Why is it Cornwall Council will not do anything for Falmouth town to help control this student influx?
