I BEG to differ with Skipper over Mrs Baggitt, whose smug ugly mug used to leer at us from every filth laden lay-by with rarely a bin in sight.
The council's and traders welcomed the summer business without accepting the responsibility.
Now we have more refuse and dog bins - yes, and CCTV - and the decent people are already onside; it's time to hammer the others!
