Developers say they will appeal against a decision to refuse plans for over 300 homes on the outskirts of Truro.
Cornwall Council's strategic planning committee refused the development by Persimmon Homes by 11 votes to 6 on Thursday.
The application was to build 320 homes on the corner of Arch Hill and Green Lane, with a developer contribution of over £1.5 million for Arch Hill roundabout traffic improvements.
The development was recommended for approval by planning officers.
