Detailed plans for the Stadium for Cornwall Project have been published on the Cornwall Council planning website.
The application is for for the erection of a 10,000 person stadium (D2) including ancillary office and hospitality floorspace and hotel (C1) and infrastructure (outline approval PA11/06125) appearance, landscaping, layout and scale at Langarth Farm, Threemilestone, Truro.
Outline planning permission for the stadium was granted on January 2012 as part of application ref: PA11/06125. This reserved matters application provides detailed information with regard to the proposed design, scale, appearance, layout and landscaping for the stadium.
The application states that the Cornish Pirates will be the anchor tenants for the stadium with the facilities also widely available to Truro and Penwith College for sports, teaching purposes and other hosting events. Adding that there also remains potential for Truro City Football Club to utilise the stadium facilities in "due course".
The proposed stadium remains a facility with a 10,000 capacity and a state-of-the-art 4G playing pitch. The proposal includes ancillary commercial facilities including dual function spaces for conferencing/exhibiting and corporate hospitality for match days.

Key design and brief updates since the approval of the outline planning application for the Stadium include:
REVISED BRIEF • Reduction in requirement for commercial lettable floor plate to the north and east stands.
• Truro and Penwith College have signed up as a primary stakeholder, and the resultant incorporation of their specific requirements into the west stand.
• Reduction in capacity to north, south and east stands and resultant increase in capacity to the west stand.
NORTH, SOUTH AND EAST STANDS: Due to the reduction in commercial floor plate, the overall scale of the N, S and E stand has been reduced.
A revised design of the N, S and E stand elevations has been developed. Rather than wrap the main elements of each stand under a monolithic external façade and roof, each key element has been expressed individually. The spectator stands have been broken down into their key physical elements of: • Spectator seating deck and roof.
• Internal Concourse • Support accommodation blocks consisting of toilets and concessions.
The purpose of this is to reduce down the scale and mass of each stand into a series of individually expressed components. As a result, the rear elevation of the three stands has been physically opened up. The revised design now allows views from the external public space into the internal concourse with additional glimpses to the pitch beyond. In addition, an over sailing horseshoe roof acts as common element that hold the each of the components underneath together.
WEST STAND: The west stand has been remodelled following the deletion of the community space and Cornwall Sporting Hall of Fame from the west stand. In addition, the external elevational treatment of the stand has been redesigned to form a stronger civic presence to the stadium and adjoining area of public realm.
