If people who aren't entitled to do so take away copper cable, its called THEFT, not vandalism.

This is becoming ever more common across the Country, mainly due to the high price of Copper. Having recently watched a Documentary on theft from Railway's, it seems thieves are prepared to put their live's at risk so long as they get away with something valuable. However, i'm a little surprised at this happening down here.
