Cornwall council is proposing to reduce the existing 40mph speed limit to 30mph on the main Truro to Falmouth road at Perran-ar-Worthal.
The stretch of road has seen a number of deaths, with the three week consultation due to the need to, "accommodate the increase in turning manoeuvres into and out of the Foundry development".
The development of flats and homes is on the Perran Foundry site, close to the Norway Inn on the A39.
The consultation says that Cornwall Council is, "inviting comments on a proposal to reduce the existing 40mph speed limit to 30mph along the A39 at Perran-ar-Worthal."
Adding: "The proposal would provide safer conditions for traffic and pedestrian movements in the area of the Perran Wharf development."
