The Planning Inspectorate has upheld an appeal by Martin Addinall, of Pennance Mill Cottage, Maenporth Road, Maenporth, against a Cornwall Council decision to refuse the change of use of a converted garage from temporary to ancillary accommodation.

Mr Addinall received permission for an earlier conversion which allowed him and his wife to use the building during the renovation of their home. However Cornwall Council refused permission for the development, saying it was tantamount to a new dwelling.

Inspector Gary Deane said: “The compact space in the building would lack the facilities to provide self-contained residential accommodation.”

Council concerns “could be covered by a suitably worded condition that would limit the building to the uses for which planning permission is sought.”
