Revellers in Falmouth will be able to get a pasty up until 1am after Cornwall Council approved a new late licence for one town centre cafe.

The owners of Pasty Emporium in Church Street had applied for permission to sell hot and cold food until 3am every night of the week, but the council's licensing act sub-committee approved the plans with an earlier closing time.

As part of their considerations, committee members received a report from Devon and Cornwall Constabulary which recommended that the application be refused, or that hot food only be served until 1am, as the shop is situated in the middle of the town's Cumulative Impact Zone and late night opening could encourage trouble.

The report stated: "It is our opinion that allowing late night refreshment premises to remain open until the early hours of the morning encourages people to stay in the area to purchase and eat their food. This is often when incidents of anti-social behaviour and crime and disorder occur.

"The area of Church Street has suffered from serious noise issues recently, allowing people to remain in the area for longer will exacerbate the problems for the residents that live in close proximity."

These sentiments were echoed by Cornwall Council senior licensing compliance officer Robert Mears, and Falmouth Town Council's licensing committee, meeting in May, also recommended that the licence be refused, or that the premises close at 1am.

The applicant, Julie McCann, had said that the company would provide staff with all the necessary training, and would have two CCTV cameras outside the premises, as well as employing an SIA qualified door supervisor from 1am on Thursday, Friday, and Saturday nights, and ensuring all litter within a 200 metre radius of the premises would be cleaned up nightly.

The licence was granted subject to a terminal hour of 1am for late night refreshments and closure of the premises, subject to door staff and CCTV conditions.

The cafe will have to have door staff from 11pm to 1am on Thursdays, Fridays, and Saturdays, and CCTV is required to cover the general area. The licence does not include alcohol.
