Councillors in Penryn have said they do not support plans to increase the maximum number of students at the Penryn Campus from 5,000 to 7,500.
Penryn Town Council had previously deferred a decision on the plans, to which Falmouth Town Council have already objected, until after a recent public consultation was held.
Town clerk Michelle Davey said that at a meeting of the council last week, concerns were raised about the impact of the application on the local infrastructure: parking, health, and transport.
She said: "The town council doesn't have an objection as such to the expansion if it's properly planned and managed, but they feel at the moment it is too early for this because they need to put all this infrastructure in place and consolidate what they have already got."
The application has received 147 public comments online, of which 138 are objections, and the determination deadline is Friday, August 5.
