Porthleven harbour owner Trevor Osborne is making a fourth attempt at developing the shipyard.
Plans for an 'Innovation Building' have been resubmitted to Cornwall Council, with planning consultants acting on his behalf saying it was "very much a resubmission of the recent refusal" but with the windows now made white.
Two previous applications have been refused, the last at on July 2 when a Cornwall Council planning committee went against officer recommendation to vote 8-7 against it. A third application was withdrawn.
Porthleven Harbour and Dock Company, owned by Mr Osborne, is to lodge an appeal against the decision, but the consultants said if permission was granted on this application then the pending appeal would be withdrawn.
The public can give their views online on the Cornwall Council website or by emailing planning@cornwall.gov.uk, ref PA18/06813. Only comments made this way will be taken into consideration by the council.
