Controversial plans for a Waitrose, Cornish food store, housing, a park and ride and a recycling centre on Truro farmland have been given the green light by councillors.
The development, called the Truro Eastern District Scheme, has divided opinion, with some saying it will help destroy city centre trade. Backers have said it is not a threat to the city and that the "innovative" scheme would bring jobs and other benefits to the city.
An independent analysis of the documents said the development would have a negative impact on Truro city centre, but not enough to "affect the overall health of the city centre".
Councillors voted 11 to eight in favour of the plans. The application was deferred from a previous strategic planning meeting after the vote was tied.
The Secretary of State will have the final say on whether the project, backed by the Duchy of Cornwall, will get the final go-ahead.
