Cornwall Council will debate buying land at Langarth Farm to help "masterplan" developments around the proposed Stadium for Cornwall.
The council's cabinet recommended that the land be bought so that they can better co-ordinate efforts to build the 2,700 properties already planned for the area.
Councillor Bob Egerton said: “This is the first parcel of land that we are proposing to purchase so that the Council can ensure that developments are coordinated for the benefit of all.
“If the Council does not intervene, it is likely that some sites will start to be built by individual developers under existing planning permissions.
"We could end up with an uncoordinated series of estates without the appropriate infrastructure, or, instead, duplication of infrastructure, to the detriment of the whole community.”
The land at Langarth Farm will allow the council to build 154 homes, including 50 affordable homes. The council will also sign contracts with developers who currently own nearby land so they can take the lead in developments for the whole area.
The 2,700 homes already planned for the area will house around 8,000 people, effectively creating a new town roughly the size of St Ives on the outskirts of Truro by the year 2030.
The cabinet agreed in principle at a meeting last month (May 2 2018) that the land should be bought at Langarth Farm.
At a meeting on Wednesday (June 20), the cabinet formally recommended that the land be bought, and the decision will now go to a full council meeting who will debate the proposal.
