Penryn Town Council has voted against an application to build accommodation with beds for 125 students on land at Packsaddle.
Town clerk Michelle Davey said councillors had been concerned about infrastructure, because the site was on "a narrow lane" and "access isn't very good."
She said although the developers had said there would be rental agreements banning students from bringing cars, the council had said they bring them anyway, "so that doesn't really work for us."
Councillor Rich Mitchell made the point that the design of the buildings was very "uninteresting," according to miss Davey, and that the university could have asked students on their architecture course to come up with a design.
Councillors objected to the development on the grounds that tit would constitute overdevelopment and the access is poor.
