Plans for four houses for 24 students next to Permarin car park in Penryn have failed to gain the support of the town council.
Councillors objected to the plans for the three-storey building on the site of Brigantine, between Lower Market Street and the car park, due to its design and lack of parking.
While the minutes of the town's planning committee show that development on the site was supported in principal, the current plans appeared too tall.
The minutes record: "The town council objects to the application due to what it considers to be a very poor design in relation to the surrounding conservation area with no consideration to the surrounding trees and a complete absence of parking provision in a house of multiple occupancy with no amenity space."
