12:04pm Thursday 22nd April 2010 in Falmouth/Penryn By Emma Goodfellow
A heroin addict who preyed on the vulnerable and is known throughout Falmouth as a prolific shoplifter has been given an anti-social behaviour order banning him from the town centre for two years.
Paul Restall, aged 33, of Opes Court, Market Strand had already been banned from the Spar shop in Market Strand and Tesco Express at Discovery Quay, but he can now be arrested the moment he steps foot over the doorstep of either store.
He has also been banned from being in Market Street, Market Strand, Church Street, Webber Street, Killigrew Street as far as Albany Road, Berkeley Vale as far as the corner shop, Arwenack Street as far as Swanpool street and The Moor between 8am and 6pm, apart from when he is travelling through on public or private transport.
He must not approach anyone to beg in any public place within Falmouth.
If he breaks any of these conditions he can be immediately arrested and taken to court.

Penrynner says...
9:28am Fri 23 Apr 10
Confine him to home, and he will be unable to go out to sign on or collect his benefits, (saving us a fortune), or if it comes into force as soon as he leaves the court,
He will not be able to go home, so he will get the heck out of Falmouth.
Uh, Oh!!! I hope he doesn't move to Penryn.
