An attempt to change delivery times to the Taylor Wimpey development on Bickland Water Road has been opposed by the town council.
The application aims to change permitted delivery times to between 8am and 8.15am, 8.45am and 3pm, and 3.30pm and 6pm Monday to Friday and 8am to 1pm on Saturdays.
Councillors opposed the application as it is on a busy road opposite a school, and instead suggested delivery times should be from 9am to 3pm and 3.45 to 6pm on week days.
Councillor for Trescobeas ward Marcella Morgan described the ongoing works as "bedlam".
Cornwall Council's planning department will now make the final decision.
