Cornwall councillors will be discussing everything from rubbish to tax-free zones when they meet today (Tuesday).

They will be meeting in the council chamber at New County Hall in Truro for September’s full council meeting.

Councillors will be asked to approve increasing the council’s capital budget by up to £62million to pay for facilities needed for the planned new waste and recycling contract.

The council is set to agree a new contract to provide rubbish and recycling collection which will see recycling and food waste collected weekly and black bags collected fortnightly.

However council officers say that the council needs to invest up to £62m in vehicles and facilities needed for the service to operate. The new contract is set to start in April 2020, but the changes to the service will not start until June 2021.

The future of planning committees is also on the agenda for the meeting with the new arrangements which are being drawn up in preparation for the reduction of the number of councillors from 123 to 87 in 2021.

Councillors will debate and be asked to approve a recommendation that the planning committees remain as they are now, but with a reduced numbers from 15 to 11.

A number of motions have also been tabled by councillors for the full council meeting including one suggesting that Cornwall Council be used as a pilot for councillors to attend and vote in meetings remotely.

Councillors backing the motion say it would be more cost effective as well as better for the environment if councillors were able to have remote access to meetings rather than having to travel.

Another motion has suggested that post Brexit there could be an opportunity for a tax-free zone to be created at Cornwall Airport Newquay.

Councillors have suggested that a request should be made to have a meeting with the Government about having a tax-free area at the airport.

There will also be 20 public questions asked at the full council meeting covering a broad range of subjects.

The questions cover the likes of climate emergency, housebuilding, 5G technology, the council’s investment programme, the Framework Convention for Protection of National Minorities, the Langarth “new town” development, councillor conduct and school walking routes.
