Cornwall Council will be discussing everything from changes to the planning system to “restoring democracy” when it meets today (Tuesday).

The full council will meet “virtually” online, with one of the items on the agenda set to look at the continuation of meetings using video conferencing.

All council meetings were cancelled in March after lockdown was announced by the Government before committees started to meet again using Microsoft Teams.

However some councillors are unhappy with the continued use of video meetings and a suggestion that it will remain in place until at least 2021.

A motion going to tomorrow’s council meeting calls on work to be done to create a hybrid system which would allow councillors who want to meet in person to do so while those who want to stay online would also be able to participate.

The motion, tabled by Bob Egerton (Independent Alliance), also calls for more scrutiny of decisions which had been taken by the council’s executive staff and Cabinet.

Another motion, proposed by Jayne Kirkham (Labour), calls for a change to the constitution after concerns were raised about the council’s processes to call-in decisions.

It comes after councillors tried to call in a Cabinet decision to award a contract for extra care housing without having it looked at by an overview and scrutiny committee.

A third motion will be considered by councillors calling on the council to oppose a planned shake-up of the planning system by the government.

The proposal, from Liberal Democrat group leader Malcolm Brown and Mebyon Kernow leader Dick Cole, raises concerns about plans which would increase the number of homes built in Cornwall while potentially reducing the number of affordable homes.

The meeting will also see councillors discussing how council meetings should be held in the run-up to next year’s council elections.

With elections set to be held in May, a report is going to council looking at which meetings should continue ahead of polling stations opening.

And today’s meeting will also see councillor Dulcie Tudor receive formal censure for refusing to apologise for making comments about protesters at County Hall.

The council’s standards committee ruled earlier this year that Cllr Tudor should be formally censured for failing to apologise and the statement will be read out at tomorrow’s meeting.

Cornwall Council is due to meet at 10am.
