Improvements to a major A30 junction and new homes for people in Hayle have been given the full backing of Cornwall Council.

The council’s Cabinet has approved a proposal to take on the role of ‘promoter’ for parts of the Hayle Growth Area.

The council said that by giving the project its weight, it would "ensure that a high-quality scheme is secured for the town to support the delivery of new affordable homes, jobs and infrastructure."

As promoter, it would make sure the project delivers what the area needs, it said, by preparing a detailed masterplan and subsequent planning application, in consultation with local councillors, the town council, residents and other stakeholders.

The council will look to work with landowners by selling the land on their behalf and make sure that "good quality development" takes place through contracts with developers and builders.

Hayle was found to need at least 1,600 extra homes built between 2010 and 2030, according to the Cornwall Local Plan.

Hayle Growth Area is the planned extension of the town's southern edge, focussing on housing.

Tim Dwelly, Cornwall Council’s portfolio holder for planning, said: "The Hayle Growth Area will deliver a new commercial hub for the town, which could generate 300 to 400 full-time equivalent jobs on site.”

At the same time, the council's Cabinet also agreed to proceed with securing the land needed to bring about major improvements to the Loggans Moor A30 junction.

It is likely that the layout of the junction will look very different to the current roundabout, with lanes running through the centre to prioritise A30 traffic and signals directing vehicles to the adjoining local roads.

Public consultation is planned for next year with the final design reflecting feedback received. Construction is expected to begin in late 2022 and the project completed in 2024.

The council was awarded £12.9 million for the junction scheme from Homes England in September.

Geoff Brown, the council's portfolio holder for transport, said: “Delivery of the junction improvements will provide infrastructure for Hayle’s growth, as well as address a well-known bottleneck on this section of the A30.”
