A planning application for eight new residential units on a street in Truro has been approved with conditions.

The planning application, which was submitted on behalf of Mr Hitchins and Dawson by Eco Architectural, proposes the demolition of existing rear structures back to the original main buildings and extension from the rear of 9 and 10 Frances Street in Truro in order to make way for eight residential units.

It also proposes the internal adaptation of an existing residential unit above the current commercial areas.

The plans were granted approval with the conditions that no development should take place until a method statement detailing the specification and coursing details of natural slates, window sections including opening details and specification and finish of windows and doors has been agreed to by the local planning authority.

A condition stating the requirement of a method statement covering the parking of vehicles of site operatives and visitors; loading and unloading of plant and materials; storage of plant and materials used in constructing the development; the erection and maintenance of security hoarding including decorative displays and facilities for public viewing, where appropriate; measures to control the emission of dust and dirt during construction; a scheme for recycling/disposing of waste resulting from demolition and construction works, as well as the hours of working, is also required before development of the site can begin.

The planning case officer gave the reasoning for the conditions is: "To ensure that the development is undertaken in a manner which reduces any potential impact upon the residential amenities currently enjoyed by existing residents and businesses."

The decision notice for the planning application also states: "The developer is encouraged to use sustainable building methods in the construction of the dwellings so that they are as energy-efficient as possible, in light of the Council's plan to tackle the climate emergency and help Cornwall cut its carbon footprint."
