Keyworker accommodation, affordable housing and plans to redevelop a former public toilet into a new home have all been submitted to Cornwall Council this week.

They are among the hundreds of applications which have been made for planning permission in Cornwall.

We have selected some of the more interesting applications validated by the council this week below.

All applications are published on the council’s planning portal and are available to view and for members of the public to submit comments on – whether in support or objection.

Keyworker accommodation for the NHS

An NHS trust has applied for planning permission to build a three-storey block of six flats which would be accommodation for keyworkers. Cornwall Partnership NHS Foundation Trust is planning to build the flats on a site in Redruth.

The plans are to build six ZED PODS on the site of a car parking area next to Tolvean House in Redruth. These flats would be made available to NHS staff to use.

All of the units would have two bedrooms each providing living accommodation for two people. Each bedroom has space for someone to study whilst the units have a shared open plan living, kitchen and dining areas and a bathroom.

Public toilets to be replaced with house

Plans have been submitted to replace a former public toilet with a three-storey four-bedroom detached home. The site in Callington Road, Saltash, is currently occupied by a former public conveniences.

Pre-application advice from planning officers said that whilst they would be supportive of a new house on the site – provided there was no longer any need for the toilets – there were concerns about redeveloping the site due to its small size.

A previous planning application for a home to be built on the site was refused permission in January 2021 as there were concerns about the lack of garden space for the new property.

In the new application the applicant states that the toilets have been closed for more than 25 years so there was no need for them anymore and said that the new plans provide 60 square metres of outdoor amenity space which they say is in excess of the minimum requirement.

Affordable homes for St Agnes

An outline planning application has been submitted to build up to five affordable homes in St Agnes on what would be a rural exception site. The new homes are planned for a site north of St Agnes School in Trelawney Road.

A planning statement submitted on behalf of the applicant states that the application “seeks to confirm the principle of utilising the site as a rural exception site to help deliver much needed affordable homes in St Agnes”.

An appeal against a decision to refuse planning permission for three homes on the site was dismissed in December 2021. The main reason for dismissing the appeal was that the site was not considered to be “rounding off” and that the visual impact outweighed the benefits of the development.

The planning statement says that the new application is different in that it would be “entirely affordable housing”. It also highlights that it comes after Cornwall Council said that it is facing a “housing crisis”.

As an outline application there are no details about the design of the proposed development which would be subject to a reserved matters application should the application be approved.

23 new homes for Liskeard

Persimmon Homes is looking to build 23 new homes on land at Trevethan Meadows in Liskeard. Under the developer’s plans five of the properties would be affordable.

The application site is part of a wider site which was previously granted outline planning permission for a housing development of 450 homes. Some of the earlier phases have already been completed and this new application would be the next phase.

As well as the new homes there are also large areas of public open space and natural space which will be provided as part of the scheme.

The 18 open market properties will be a mix of one, two, three and four-bedroom units whilst the five affordable properties will have one or two bedrooms each. There will be a mix of detached, semi-detached and terraced properties.
