A DECISION has been made on plans for a new events and activities area in Helston. 

The planning application, submitted by the South Kerrier Alliance, is to build a new covered event space within the existing park area of Coronation Park and was approved with conditions by Cornwall Council planning officers.

According to the plans, the South Kerrier Alliance wants to build the covered events and activities pavilion structure within the park area, and that this structure can be covered in a canvas canopy to protect it from the weather, and will provide covered shelter for markets, theatre performances, and other community events.

The project also includes the construction of a small timber managers office building within the existing Old Cattle Market Car Park."

The proposal states that the new structure is to be formed as a series of timber curved frames, laid out in a grid. The canvas marquee roof and side panels will be able to be installed by the South Kerrier Alliance team when required, but could also be removed so that the pavilion does not become an area for antisocial behaviour when not in use.

In a statement in the application's Design and Access Statement, the South Kerrier Alliance said: "Over recent years we have staged several successful events (plays, concerts, workshops) in the Park.

"This has proven the economic viability of an events program ie. the ability, with the support of Park traders such as the café and cycle hire plus community groups, to deliver a self-funded program.

"However, we do not have the facilities to regularise these activities and build on the improvements achieved to date. It is therefore proposed to construct a permanent structure, designed from timber to be in keeping with the Park’s aesthetics, which could be covered as an all-weather activities, events space, and performance area for an increased number of events and activities.

"It would also serve as an inclement weather venue and area for stalls, increasing opportunities for micro businesses and expansion of the Helston Farmers’ Market.

"Additionally it will provide outdoor sheltered seating allowing additional trading area for the Park café through the less clement months."

"To manage the new covered space and coordinate activities throughout the Park, a Park Manager’s Office will be installed. This will allow South Kerrier Alliance staff to better supervise the Park and liaise more closely with the public.

"It will also act as a base for youth support workers and liaison with local PCSOs."

In its approval of the application, Cornwall Council's planning officers attached the conditions that the development begin within three years of the approval and be carried out out in accordance with the plans listed below under the heading "Plans Referred to in Consideration of this Application."
