Plans for a new Tesco store in Helston are being recommended for refusal when they come before Kerrier district councillors at a meeting next week.
The company is seeking planning permission for a replacement store double the size of the existing one, along with a 535-space car park and service area.
In a report to Tuesday's planning meeting, Kerrier officers say the crucial issue is the retail assessment submitted by Tesco.
The company is not deemed to have proven a need for the non-food elements of the new store and, as such, has not demonstrated that the development would not have a detrimental impact on businesses in the town centre.
