Proposals for 150 new houses have been lodged with Cornwall Council’s planning department.

Kingsley Homes is seeking outline planning permission for the development on land at High Trewhiddle, St Austell.

The site is located to the south of the A390 Truro Road and would be accessed via an existing roundabout which has been constructed as part of a housing development currently being built by Wain Homes immediately to the south of the land.

The Tregarden Arts Club and Theatre is located immediately to the north-east of the site with Alexanders Avenue and the neighbouring residential development immediately to the south. To the west is a former quarry with farmland beyond that. To the east is land earmarked for future development.

A planning statement by CAD Architects, on behalf of the applicant, says: “A network of primary and secondary estate roads will be constructed within the site to create residential streets. The site is well positioned in a highly sustainable location within walking distance of existing shops and facilities including cafés and takeaway food outlets all within 1,000 metres.”

There would be measures included to reduce energy use, including air source heat pumps, high levels of building insulation combined with low air permeability, roof mounted solar thermal and photovoltaic panels and car charging points.

The development would provide 25% affordable housing of which 70% would be for rent and 30% would be shared ownership. A play area will be provided and it is considered a contribution towards the provision of off-site public open space would be appropriate.

The houses would be a mix of single storey, two storey and three storey to reflect the scale of properties which have been approved on the neighbouring site.

Anyone is also allowed to submit comments about the applications – whether in support or objection.

The majority of applications are decided by planning officers at the council under delegated powers. However, some applications will go before elected councillors who sit on planning committees.
