Enterprise Rent-A-Car wants to increase vehicle storage and improve operations at its site on Kernick Road, Penryn.
The proposal includes partial demolition of an existing building, which has been storm damaged, and construction of a new wash bay.
In documents accompanying a planning application to Cornwall Council, Planning Prospects, agents for the applicant, state: "The proposed development will improve Enterprise’s longstanding operation at the site.
"It involves the demolition of the northeastern part of the existing single-storey building on site which has been storm damaged, and in any event is underutilised and no longer needed as part of Enterprise’s use."

The current wash bay canopy is said to be no longer fit for purpose and will be replaced with a purpose-built, steel-framed and steel-clad wash bay in line with upgrades across Enterprise’s branch network.
Planning Prospects said it should also reduce the noise levels for neighbours.
Enterprise will continue to use the site for vehicle administration, cleaning, preparation, and storage, with the layout reconfigured to increase efficiency and capacity.
The application says: "The intention is to optimise the existing premises by providing additional on-site capacity for rental vehicle storage, without altering the established use of the site.
"The proposals therefore represent modest built development but will deliver potentially significant operational enhancements to Enterprise’s longstanding existing use of the site."
The site layout will be reorganised to create clearly defined parking and storage areas, along with improved access and circulation.
The new plans will provide 17 marked vehicle spaces, including one DDA bay, 12 standard car bays, and four van bays.
The company expects the expanded capacity for storing rental vehicles to support business growth and potentially create new jobs.
The application adds: "The proposals will contribute positively to the local economy, reinforcing the site’s role as an active and beneficial employment-generating location."
The majority of parking at the site is used for vehicle storage rather than staff or customers.
Enterprise does not permit customer parking at its rental branches, as most customers use the company’s pick-up and drop-off service or arrive by walking, cycling, or public transport.
The business model also means that approximately 90 per cent of the fleet is in circulation at any given time, reducing the number of vehicles onsite and limiting parking pressure.
Enterprise has operated from the site since planning permission for its conversion from a car showroom was granted in March 2006.
Previously, the site was used for various vehicle-related businesses, including motor dealerships, vehicle repair workshops and storage and maintenance of haulage contractor vehicle. Prior to this the site formed a slaughterhouse yard.
The updated facilities are designed to help meet current operational needs while supporting further growth in Penryn and surrounding areas.
