Councillors in Redruth are to protest over the proposed closure of the town's library for one day a week.
Cornwall Council has put forward plans that will see the facility shut on Wednesdays from April onwards.
They say the changes will allow the county's libraries to remain open.
They will also see the council's One-Stop-Shops merged into the libraries, in a bid to make the services more cost efficient.
However, councillors in Redruth say the changes will deny local residents access to the internet, and could affect the success of the One-Stop-Shop.
Councillor Judy Davidson said: "I think it is a shame they should be considering moving the one stop shop just as it seems to be taking off."
She added: "We must write to protest in very strong terms."
